基于“GEP”增值为导向的浙江山区河流廊道多要素规划方法——以瓯江河川公园为例

摘要 各地积极践行“两山”理念,探索出许多创新举措和应用案例,生态系统生产总值(Gross Ecosystem Product,GEP)核算有助于提高人们主动参与生态系统保护行动、提高人们自然生态保护意识,受到广泛关注。浙江西南山区受制于交通不便、建设用地局促、生态保护红线的制约,是名副其实的生态高地,经济发展洼地。本次以丽水瓯江河川公园规划为例,以“GEP”增值为导向探讨多要素的规划方法,结合全域水网建设背景和山水单元特点,集合多维要素,统筹考虑防洪防枯、滨水休闲开发、美丽乡村、水环境管理、智慧工程规划、基础设施工程等,为地区发展赋能,推进资源换资产,资产变资本,完善政策体系设计,拓展延伸生态产品价值链。 The concept of"Two Mountains"has been actively implemented in various regions,and many innovative measures and application cases have been explored.The accounting of Gross Ecosystem Product(GEP)helps to increase people's active participation in ecosystem protection actions and raise people's awareness of natural ecological protection,which has received wide attention.The southwest mountainous area of Zhejiang Province is a veritable ecological highland and a depression of economic development,restricted by inconvenient transportation,limited construction land and the red line of ecological protection.This time,Lishui Oujiang River Park planning as an example,to"GEP"value-added as the guidance to explore the multi-element planning method,combined with the whole water network construction background and landscape unit characteristics,set multi-dimensional elements,overall consideration of flood prevention and blight prevention,waterfront leisure development,beautiful countryside,water environment management,smart engineering planning,infrastructure projects,etc.,for the regional development of enabling.Promote the exchange of resources for assets and assets for capital,improve the design of policy systems,and expand and extend the value chain of ecological products.
