摘要
我国义务教育师资配置失衡具体表现在地域、城乡、学科等三个层面的结构性失衡,而造成如此困境的根源则在于国家宏观经济政策和微观教育政策的共同影响。解决困境的思路则要着眼于“病因”,针对现行编制政策的“一体”化供给与实践教学过程中师资的“差异”化需求之间的内在矛盾,通过政策进行“动态”化实践过程,实现师资供给和实践需求之间的再平衡。
The imbalanced allocation of teachers in compulsory education in our country is manifested in three structural levels:regional,urban-rural,and disciplinary.The root cause of this dilemma lies in the national macro-economic policy and micro-education policy.The solution to the dilemma should focus on the“Cause of disease”,aiming at the inherent contradiction between the“Integrated”supply of the current policy and the“Differential”demand of teachers in the process of practical teaching,through the policy“Dynamic”implementation,to achieve the supply of teachers and the balance between the demand for practice.
