摘要
网格化治理试图以问题为支点撬动知识共享,本质上是政府知识结构上的变迁,即打破原有部门稳固的知识边界,重塑利益格局的知识结构演变过程。在这一过程中,始终贯穿着部门与网格之间的竞争,这对以往稳固的部门知识边界形成冲击,从而形塑了新的治理格局。在长期实践中,部门通过以视角过滤、部门回音室以及定格的知识结构三个过程形成了自主的、确定的、成熟的知识体系。面对网格对部门知识体系造成的威胁,部门借助知识积累机会的不对称制约了其共享意图,实现了对网格的权力约束。这也造成了网格的依赖性,限定了其行动的能动性,构成了网格行动的障碍,网格化治理的效果大打折扣。因而,应当通过共同行动与经验分享,在互动中实现合作,还原网格化治理的本色。
The grid governance attempts to leverage knowledge sharing with problems as the fulcrum,which is essentially a change in the government knowledge structure.The knowledge structure evolution process is to break the fixed knowledge boundaries of existing departments and to reshape its process of interest pattern.Throughout this process,there is always competition between departments and grids,which challenges the previous established boundaries of departmentaland shapes a new governance pattern.In a long-term practice,the department has formed an independent,stable and well-functioned knowledge system through the processes of perspective filtering,departmental echo chambers and fixed knowledge structure.Faced with the threat posed by the grid to the knowledge system of the department,departments constrain its sharing intention by means of the asymmetry of knowledge accumulation opportunities,thereby realizes the power constraint to the grid.This also leads to the dependence of grid,limits the initiative of its action andimposes an obstacle to grid action,thereby greatly reducing the effectiveness of grid governance.Therefore,we should achieve cooperation in interaction through joint actions and experience sharing to restore the nature of grid governance.
