教育数字治理能力提升的多重逻辑与行动策略

摘要 教育数字治理能力提升既是教育治理能力现代化的重要表征,又是教育高质量发展与现代化建设的基本保障。教育数字治理能力是指在数字时代背景下,多元教育治理主体创新运用数字技术,创新数字治理制度,通过技术与制度的双向赋能,共同治理教育事务,从而实现教育善治的能力。作为一项系统工程,教育数字治理能力提升蕴含着连通协同互动的主体逻辑、数字创新驱动的技术逻辑、观照数字治理的制度逻辑与追求教育善治的价值逻辑等多重逻辑,不仅需要关注由数字化带来的主体、技术、制度与价值等多维度变革的全面性要求,还需要注重将技术与制度之间的双向调适作为重点工作的现实性努力。因此,教育数字治理能力提升需要采取全面性与针对性相统一的行动策略:加强多元主体协同治理能力,形成教育数字治理合力;强化数字技术创新应用,夯实教育数字治理基础;促进数字治理制度创新,以“善制”保障“善治”;以办好人民满意教育为旨归,促进技术与制度的双向调适。 The improvement of education digital governance capacity is not only an important symbol of the modernization of education governance capacity,but also a basic guarantee for the high-quality development and modernization of education.Education digital governance capacity re-fers to the ability of multiple education governance subjects to innovatively use digital technology,in-novate digital governance institution,and jointly govern education affairs through the two-way em-powerment of technology and institution,so as to achieve good governance in education.As a system-atic engineering project,the improvement of education digital governance capability contains multi-ple logics,including the main logic of connectivity and collaborative interaction,the technical logic driven by digital innovation,the institutional logic of observing digital governance,and the value log-ic of pursuing good governance in education.It not only requires attention to the comprehensive re-quirements of multi-dimensional changes brought about by digitization,such as the subject,technol-ogy,system,and value,but also needs to focus on the practical efforts of two-way adjustment be-tween technology and system as a key task.Therefore,improving education digital governance capac-ity requires comprehensive and targeted action strategies:strengthening the collaborative governance capacity of multiple stakeholders to form a joint force of education digital governance,strengthening the innovative application of digital technology and consolidate the foundation of education digital governance,promoting innovation in digital governance systems and ensure"good governance"through"good systems",carring out satisfactory education for the people and promoting the two-way adjustment of technology and system.
