基于水权制度下的农业灌区水价综合改革的对策研究

Research on Countermeasures for Comprehensive Reform of Water Prices in Agricultural Irrigation Areas Based on Water Rights System

水资源紧缺是我国农业面临的重要问题,农业灌区供水量不足阻碍着农业的发展。对惠来县8个灌区的需水量进行统计分析,通过农业水权制度,实行用水总量控制和灌溉用水定额管理,完善了灌区供水计量设施,建立健全农业水价形成机制。并在此基础上建立了灌区信息化管理系统,结合用水补贴和节水奖励制度,提高了惠来县中型灌区的水资源利用率。

The scarcity of water resources is an important issue facing agriculture in China.The insufficient water supply in agricultural irrigation areas hinders the development of agriculture.This article conducts statistical analysis on the water demand of 8 irrigation areas in Huilai County.Through the agricultural water rights system,total water use control and irrigation water quota management are implemented,water supply metering facilities in irrigation areas are improved,and a sound mechanism for forming agricultural water prices is established.And on this basis,an information management system for irrigation areas is established.By combining water subsidies and water-saving reward systems,the water resource utilization rate of medium-sized irrigation areas in Huilai County has been improved.
