智慧城市建设能否抑制雾霾污染?——兼论其对经济增长的影响 被引量:1

摘要 改革开放以来,我国经济高速增长,但同时也伴随着较为严重的空气污染。当前,空气污染已成为制约经济社会可持续发展的重要因素之一。本文基于1999~2018年我国299个地级市面板数据,采用倍差法证实了智慧城市建设试点对于空气污染具有抑制作用,同时对于经济高增长也发挥了积极影响。异质性研究表明,智慧城市建设抑制雾霾污染水平的效果发生于北方地区、一般地级市以及与省会城市距离较近的城市样本中。进一步研究表明,智慧城市建设是通过降低工业土地出让强度、增加城投债发行次数、促进企业技术创新、深化普惠金融数字化程度等途径,降低了雾霾污染水平。以上结论表明,智慧城市建设作为提升国家治理能力的重要组成部分,对于实现我国经济发展具有重要意义。 Since the reform and opening up,China has achieved rapid economic growth.However,there are many problems with serious air pollution.Air pollution has become one of the important factors restricting the sustainable development of economy and society.Based on the panel data of 299 prefecture-level cities in China from 1998 to 2018,this paper uses“difference-in-differences”method to prove that smart city construction can reduce the air pollution represented by PM_(2.5)and promote the economic growth represented by night-light data.And heterogeneity research shows that smart city construction is more effective in reducing the haze pollution in the north of China,general city and samples of cities that are close to provincial capital cities.Further study shows that the construction of smart cities has reduced the level of smog by promoting technological innovation,deepening the digitalization of inclusive finance,increasing the number of bond issues and reducing the intensity of industrial land sales.The above conclusions show that the construction of smart city,as an important part of improving national governance capabilities,is of great significance for achieving rapid development in China.
