基于杭州市实践的新时期土地储备转型升级路径研究

Research on the evolutionary process and transformation trajectory of the land reserve system in Hangzhou City

土地储备制度是优化土地资源配置和增强土地市场有效供给的重要基础,杭州市作为土地储备制度典型模范城市,经过近20年的探索实践,在制度探索以及实践方面处于全国前列。本研究系统梳理杭州市土地储备实践模式的运作机制、工作流程、资金管理、收储标准以及数字化管理等方面的实践做法,结合定量分析探讨杭州市土地储备制度运行效益,进而提出新时期土地储备转型升级路径和方法,以期为完善新时期土地储备制度提供参考。

The land reserve system is an important foundation for optimizing the allocation of land resources and enhancing the effective supply of land markets.As a typical model city of land reserve system,Hangzhou,after nearly 20 years of exploration and practice,is at the forefront of institutional exploration and practice in China.This study systematically reviewed the operational mechanism,workflow,fund management,collection and storage standards,and digital management practices of the land reserve practice model in Hangzhou.Through quantitative analysis,it explored the operational benefits of the land reserve system in Hangzhou and proposed the path and methods for the transformation and upgrading of land reserve in the new era,in order to provide reference for improving the land reserve system in Hangzhou in the new era.
