基于实例的海上风电项目CCER测算及经济性分析

Case-Based CCER Calculation and Economic Analysis of Offshore Wind Power Project

中国核证自愿减排(CCER)是国家发改委参照清洁发展机制(CDM)制定的一套政策工具,旨在开发适合中国本土的温室气体自愿减排项目,对项目的温室气体减排效果进行量化核证。通过探究海上风电项目的CCER开发过程,选择合适的CCER项目开发方法学,基于实例对项目排放量、基准线排放量及减排量进行测算,并根据最新的CCER交易价格对项目开发产生的经济效益进行分析。结果表明,针对海上风电项目开发CCER项目可产生大幅收益,可提高项目的投资内部收益率,缩短投资回收期,促进相关项目落地,进一步推动低碳经济的发展。

China Certified Emission Reduction(CCER)is a set of policy tools developed by the National Development and Reform Commission with reference to the Clean Development Mechanism(CDM).It aims to develop voluntary GHG emission reduction projects suitable for China and quantify the GHG emission reduction effect of the projects.By exploring the CCER development process of offshore wind power project,selecting appropriate CCER project development methodology,calculating project emissions,baseline emissions and emission reductions of case-based project,and analyzing the economic benefits generated by CCER project development based on the latest CCER transaction prices.The results indicate that the development of CCER projects for offshore wind power project can generate substantial benefits,improve the internal rate of return on investment,shorten the payback period of investment,promote the implementation of related projects,and further promote the development of low-carbon economy.
