Building“Safe and Resilient Cities”:Concepts,Theories,and Implementation Approaches

韧性城市的理念在国内外受到广泛的关注,并处于不断发展深化的过程中。在梳理安全学科中韧性和韧性城市的代表性理论观点、指标体系和实践案例的基础上,提出构建安全韧性城市的概念与理论分析模型,并在参考已有典型案例基础上提出具体的实施路径,以便为构建安全韧性城市提供理论基础与实践指导。

The idea of resilient city has widely concerned both domestically and internationally,undergoing continuous development and deepening.On the basis of a comprehensive review of representative theoretical perspectives,indicator systems,and practical cases of resilience and resilient city in safety science,this article proposes a conceptual and theoretical analysis model for constructing safe and resilient cities.On the basis of reference to existing typical cases,specific implementation approaches are suggested,which can provide a theoretical foundation and practical guidance for building safe and resilient cities.
