改革开放以来,党对资本的认识和利用经历了冲破传统思想禁锢,引入资本要素激发经济活力、正式使用资本范畴,初步建立社会主义市场经济体制、积极发展资本市场,不断完善社会主义市场经济体制、规范引导资本健康发展,构建高水平社会主义市场经济体制的初步探索、稳步推进、调整完善、全面深化四个阶段。充分明确资本定位与功能,科学认识社会主义社会与资本之间的关系;准确把握资本特性和运行规律,驾驭资本促进经济社会健康发展;始终坚持人民至上的价值取向,超越以物为中心的资本狭隘性是党认识和利用资本的主要经验。党认识和利用资本的探索历程和经验积累为实现第二个百年奋斗目标提供了重要启示:始终坚持党对经济工作的全面领导,发挥中国特色社会主义制度优势;全面提升资本治理效能,规范和引导资本健康发展;践行以人民为中心的发展思想,使资本始终服从和服务于人民和国家利益。

Since the reform and opening-up,the Communist Party of China understanding and utilization of capital has undergone four stages:the initial exploration of breaking through the confines of traditional thinking,introducing capital elements to stimulate economic vitality,steady progress of formally using the category of capital,initially establishing the socialist market economy system,adjustment and improvement of actively developing the capital market,continuously improving the socialist market economy system and comprehensive deepening of regulating and guiding the healthy development of capital,constructing a high-level socialist market economy system.Fully Clearing the position and function of capital,scientifically understanding the relationship between socialist society and capital;accurately grasping the characteristics and operating laws of capital,controlling capital to promote the healthy development of China's economy and society;consistently adhering to the value orientation of the people first,transcending the narrowness of material-centered capital.The CPC's process of exploration and accumulation of experience in understanding and utilizing capital provides important enlightenments for the realization of the Second Centenary Goal:always adhering to the CPC's overall leadership of economic work to give full play to the advantages of the socialist system with Chinese characteristics;comprehensively upgrading the effectiveness of the governance of capital,to regulate and guide the healthy development of capital;practicing the thought of people-centered development to ensure capital always obeys and serves the interests of thepeople and the country.
