智慧“数字征迁”监管系统的设计与实现

Design and Implementation of Intelligent"Digital Expropriation and Demolition"Supervision System

为解决传统征地拆迁管理工作中的征迁资料碎片化、征迁过程不透明以及征迁信息化程度低等问题,以浙江省征地拆迁工作为例,积极推动省级智慧“数字征迁”监管系统建设。本文利用GIS、云计算以及移动互联等先进技术,在深入省内多个市县调研的基础上,构建了数字征迁监管数据库,开发了智慧“数字征迁”监管系统建设,实现了征地拆迁数据可视化管理和业务全流程监管,让征地拆迁流程标准化、信息公开化、补偿落实透明化以及监管数字化,全面提升了征地拆迁工作精细化和智能化水平。

In order to solve the problems of fragmented expropriation data,opaque expropriation process and low informatization in traditional land expropriation and demolition management,taking land expropriation and demolition in Zhejiang province as an example,we actively promote the construction of provincial intelligent"digital expropriation and demolition"supervision system.In this paper,advanced technologies such as GIS,cloud computing and mobile Internet were used to build and intelligent"digital expropriation and demolition"supervision database and develop an intelligent"digital expropriation and demolition"supervision system based on indepth investigation of many cities and counties in the province,realizing visual management of land expropriation and demolition data and supervision of the whole business process.Standardization of land expropriation and demolition process,disclosure of information,transparency of compensation and implementation and digitalization of supervision have comprehensively improved the refinement and intelligence level of land expropriation and demolition work.
