基于SWOT-PEST的新形势下河西电网发展对策

摘要 能源结构转型与实现碳达峰、碳中和战略背景下,为促进河西地区新能源和地方经济的健康有序发展,需明晰河西电网的未来发展战略。运用SWOT-PEST分析方法对河西电网发展的内部优势和劣势以及外部机遇和挑战进行解析,深入研究河西电网的发展战略,从优势机会战略(SO)、劣势机会战略(WO)、优势威胁战略(ST)、劣势威胁战略(WT)4个层面提出建议。结果显示,河西电网发展的资源禀赋、重要地位、通道便捷等优势突出,但存在电网消纳调度难度大、技术创新与人才储备不足等内部劣势。外部环境中,宏观政策引导、市场机制完善、社会需求增加和技术驱动为河西电网的发展提供了重要机遇,而政策体系不完善、市场竞争加剧、环境脆弱以及自身技术限制等亦为其带来了挑战。河西电网需全面考量内外部因素,充分利用优势,积极应对挑战,围绕新能源电力系统规模化演进、新能源产业集聚、电力跨区跨省消纳、人才技术升级、电力调度管理、地区灵活性资源挖掘、电网结构形态创新等层面推动自身发展,以期更好应对未来新能源发展的挑战,促进地区的新能源产业转型。 In order to promote the healthy and orderly development of new energy and local economy in Hexi region,it is necessary to clarify the future development strategy of Hexi power grid under the background of energy structure transformation and carbon peaking and carbon neutrality strategy.SWOT-PEST analysis method is used to analyze the internal strengths and weaknesses as well as external opportunities and challenges of Hexi power grid development,in-depth research on the development strategy of Hexi power grid,and suggestions are put forward from the four levels of advantage opportunity strategy(SO),disadvantage opportunity strategy(WO),advantage threat strategy(ST)and disadvantage threat strategy(WT).The results show that Hexi power grid development has prominent advantages such as resource endowment,important position and convenient channel,but it has internal disadvantages such as difficulty in grid consumption and dispatching,technical innovation and insufficient talent reserve.In the external environment,macro-policy guidance,market mechanism improvement,increasing social demand and technology drive provide important opportunities for the development of Hexi power grid,while imperfect policy system,intensifying market competition,fragile environment and its own technical limitations also bring challenges to it.Hexi power grid needs to comprehensively consider internal and external factors,make full use of advantages,and actively respond to challenges.It should promote its own development by focusing on the scale evolution of new energy power system,new energy industry agglomeration,cross-regional and cross-provincial consumption of power,talent and technology upgrading,power dispatching management,regional flexibility resource mining,and power grid structure and form innovation,so as to better cope with the challenges of future new energy development.Promote the transformation of new energy industry in the region.
