我国安全应急产业政策量化评价与优化路径研究

摘要 随着我国安全应急产业的蓬勃发展,产业政策越来越成为规范和驱动安全应急产业发展的重要力量。为优化我国安全应急产业政策环境,综合现有产业政策量化评价的相关研究,运用政策文本挖掘对9项安全应急产业政策样本进行词频分析及可视化处理,构建政策样本量化评价指标体系;运用政策一致性(Policy Modeling Consistency,PMC)指数模型对9项政策样本进行量化评价,探析政策样本的优劣。结果表明:样本PMC指数平均值为8.383,平均等级为良好,其中2项为优秀样本,6项为良好样本,1项为合格样本;一级变量政策性质、政策时效、政策客体、政策评价、政策重点、政策功能、激励保障及政策公开的均值得分较高,分别为0.889、0.963、0.87、1、0.944、0.822、0.811及1;在政策领域及效力级别得分较低,分别为0.528和0.556。提出安全应急产业政策应扩大政策领域、建立专项激励政策、加强机构协同及政策效力等优化建议。 To evaluate the unity and integrity of China's safety emergency industrial policy from a multi-dimensional perspective,this paper used the PMC index model to quantitatively evaluate 9 policy samples.Firstly,this paper integrated the relevant research on the quantitative evaluation of existing industrial policies,used policy text mining to analyze and visualize the word frequency of 9 safety emergency industrial policy samples,and combined the high-frequency words of policy samples to construct a quantitative evaluation index system.Secondly,the secondary variables of the policy sample were assigned values based on the evaluation criterion system in turn.If the policy text contains the relevant secondary variables,the value was assigned to 1,and if not,the value was assigned to 0.Thirdly,the formula of the Policy Modeling Consistency(PMC)index model was applied to calculate the primary variable score,PMC index score,and concave index score for each policy sample Finally,this paper drew a three-dimensional surface map.By observing the concave surface composed of different depth patches in the surface map,the pros and cons of policy samples can be judged according to the degree of concave.It revealed the imbalance of policy between its measurement dimensions.In addition,this paper drew the radar map,and the comparative analysis of the nine policy samples in the figure could more clearly and intuitively show the advantages and disadvantages of each policy sample in each dimension.The study shows that the mean value of the sample PMC index is 8.383 with a good average rating,of which 2 items are excellent samples,6 items are good samples,and 1 item is a qualified sample.The overall quality level of China's safety emergency industrial policy is high.The nine policy samples have high consistency in policy nature,policy timeliness,policy object,policy evaluation,policy focus,policy function,incentive guarantee,and policy disclosure.However,the scores for the policy area and the degree of policy effectiveness are low.The consistency of these two dimensions should be strengthened.This paper proposes that the safety emergency industrial policy should expand policy areas,establish special incentive policies,and strengthen institutional coordination and policy effectiveness.
