包容审慎视角下冰雪运动企业的监管理念研究

Research on the Regulatory Philosophy of Winter Sports Enterprises from the Perspective of Inclusive and Prudent Care

发展冰雪运动产业是推进体育强国、健康中国的重要举措之一。为进一步实现冰雪运动产业的可持续发展,本文运用价值分析法、文献资料法等研究方法,剖析了包容审慎监管理念在监管冰雪运动企业方面的必要性和可行性。研究认为,对冰雪运动企业采用包容审慎监管理念,有助于平衡政府和市场关系、推动构建合作治理模式、服务产业良性发展。基于冰雪运动产业目前所处的发展阶段,依据公共风险的治理深度和强度不同,一方面对冰雪运动企业的行业准入行为和轻微性违法行为实施包容性监管,另一方面对涉及安全生产和生态环境保护领域的行为实施审慎性监管,为推动我国冰雪运动产业成为经济增长新引擎、市场活跃新动能提供理念支撑。

Developing the ice and snow sports industry is one of the important measures to promote a strong sports country and a healthy China.In order to promote the sustainable development of the ice and snow sports industry,this paper analyzes the necessity and feasibility of the concept of inclusive prudential supervision in the ice and snow industry with the method of value analysis and literature.This study points out that the inclusive prudential supervision concept adopted by ice and snow sports enterprises is conducive to balancing the relationship between the government and the market,promoting the construction of a cooperative governance model,and the sound development of the service industry.Based on the current development stage of the ice and snow sports industry,and based on the depth and intensity of public risk governance,on the one hand,inclusive supervision should be implemented on the industry access behavior and minor illegal behavior of ice and snow sports enterprises.On the other hand,prudential supervision should be implemented on behaviors related to safety production and ecological environment protection,providing conceptual support for promoting China's ice and snow sports industry to become a new engine of economic growth and a new driving force for market activity.
