公立医院党建带团建制度机制现况调查及对策探讨

Investigation and countermeasure discussion on the current status of party building leading group building system mechanism in public hospitals

目的:了解公立医院党建带团建制度机制的实施现状及存在问题。方法:选取北京市4所公立医院11名党务干部或团干部进行访谈,并对72名团干部进行问卷调查。结果:访谈发现,在公立医院完善党建带团建制度机制十分必要;访谈对象所在医院党建带团建制度的主要内容包括党建带动团的思想政治建设、组织建设和作风建设。问卷调查发现,55.56%的团干部认为所在医院具备一套完善的党建带团建制度体系,但是31.94%的团干部认为执行力度不够;团干部认为执行最有力的3项制度是党组织参加团的重要会议(70.83%)、党组织为团员青年上党课(66.67%)和推优入党制度(65.28%)。结论:公立医院可以通过营造良好的制度环境、加强对制度执行的监督检查等方式,积极推进党建带团建制度机制的建立和实施。

Objective:To explore the current implementation and issues of the party-building led group-building system in public hospitals.Methods:Interviews were conducted with 11 party and league cadres from four public hospitals in Beijing,and a questionnaire was administered to 72 league cadres.Results:The interviews indicated that perfecting the party-building led group-building system is very necessary;the system's main content includes ideological-political construction,organizational construction,and style building led by the party.The survey found that 55.56%of league cadres believe their hospitals have a complete system,but 31.94%think the enforcement is not strong enough.The three most effective systems were the party's participation in important league meetings(70.83%),party lectures for league members(66.67%),and the promotion into the party system(65.28%).Conclusion:Public hospitals can actively promote the establishment and implementation of this system by creating a good institutional environment and enhancing supervision and inspection of system enforcement.
