新时代干部应急处突能力与需求评价研究——基于甘肃省的调查

Research on Evaluation of Officials’s Emergency Response Ability and Demand in the New Era——Based on Survey in Gansu Province

干部应急处突能力的评价与提升是个重要的理论和现实问题。从新时代干部面临的新任务、新要求出发,基于文献研究与专家论证的方法构建出新时代干部应急处突能力的七项核心要素:风险识别力、危机研判力、担当力、创新力、决断力、沟通协调力和学习反思力;同时,研究设计干部应急处突调查问卷,对甘肃省517名干部开展调查,结果发现:在知识结构层面干部普遍存在缺乏应急处突专业知识的情况;在风险意识方面干部总体显示中性,且大多偏向风险厌恶;在量表测评中七项核心要素平均得分3.62分,总体评价应急处突能力属于中等偏上,其中风险识别力和危机研判力得分最低。以此为据分析评价当前干部应急处突能力的短板和实际需求,为提升干部应急处突能力提供理论指导和现实依据。

It is an important theoretical and practical problem to evaluate and improve the emergency response ability of officials.Based on the new tasks and requirements faced by officials in the new era,establishing seven core elements of officials’emergency response ability in the new era:risk discrimination,crisis judgment,responsibility,innovation,determination,communication and coordination,learning reflection;At the same time,this paper researched and designed a questionnaire for officials’emergency response,and conducted a survey on 517 officials in Gansu Province.The results show that:in terms of knowledge structure,officials generally lack professional knowledge of emergency response;In terms of risk awareness,officials are generally neutral,and most of them tend to be risk-averse;In the scale evaluation,the average score of seven core elements is 3.62,and the overall evaluation of emergency response ability is above average,with the lowest scores of risk discrimination and crisis judgment.Based on this,this paper analyzes and evaluates the shortcomings and actual needs of officials’emergency response ability,and provides theoretical guidance and practical basis for improving officials’emergency response ability.
