摘要
地缘政治危机、经济危机和人力资本再生产危机成为影响国际教育政策的主要社会动因。以美、英、澳、加为代表的西方留学大国通过调整国际教育政策来应对各类社会危机,并维护其在国际教育领域的规则制定权、话语权和既得利益。在应对危机时,西方国家的国际教育政策都以新自由主义为理论逻辑,以新殖民主义为历史逻辑,以民族主义为现实逻辑。未来西方国家在国际教育决策中,政府角色将更加明显,政策的价值取向将更加多元,政策的实用性也更加鲜明。
Geopolitical crises,economic crises,and human capital reproduction crises have become the main so⁃cial driving forces affecting international education policies.The Western international education powers repre⁃sented by the United States,Britain,Australia,and Canada respond to various social crises by issuing or updat⁃ing international education policies,in order to maintain the existing discourse power and vested interests in the field of international education.In response to various crises,the international education policies of Western countries have all implemented the same logic by taking neoliberalism as the theoretical logic,neocolonialism as the historical logic,and nationalism as the practical logic.In the future,the role of the government in interna⁃tional education decision-making in Western countries will become more apparent;the value orientation of poli⁃cies will be more diverse;the practicality of policies will also be more distinct.
