乡村振兴背景下农村实用人才队伍建设问题及对策——以辽宁省沈阳市为例

Problems and Countermeasures of Rural Practical Talent Team Construction under the Background of Rural Revitalization——Taking Shenyang City of Liaoning Province as an Example

农村实用人才队伍建设是农村人才振兴重要的组成部分,对于实施乡村振兴战略、贯彻人才强国战略和实现共同富裕目标都具有重大意义。本文基于乡村振兴背景下沈阳市农村实用人才队伍建设现状,深度分析沈阳市农村实用人才建设过程中存在的问题,诸如农村实用人才数量少且质量不高、农村实用人才供需结构失衡、农村实用人才引领示范性不明显等,从建立健全农村实用人才管理机制、着力培育农村创新创业实用人才、加大农村实用人才先进典型宣传力度、探索利于农村创新创业人才成长政策方面,提出沈阳市农村实用人才队伍建设的相关对策建议。

The construction of rural practical talent team is an important part of rural talent revitalization,which is of great significance to the implementation of the rural revitalization strategy,the implementation of the talent strategy and the realization of the goal of common prosperity.This paper expounds the current situation of rural practical talent team construction in Shenyang under the background of rural revitalization,and deeply analyzes the problems existing in the process of rural practical talent construction in Shenyang,such as the problem of small number and low quality of rural practical talents,the imbalance between the supply and demand structure of rural practical talents,and the unobvious demonstration of rural practical talent leadership.The countermeasures and suggestions for the construction of Shenyang's rural practical talent team in terms of establishing a sound management mechanism for rural practical talents,focusing on cultivating rural innovative and entrepreneurial practical talents,increasing the promotion of advanced models of rural practical talents,and exploring policies conducive to the growth of rural innovative and entrepreneurial talents are proposed.
