Safety Evaluation of Standards for Centralized Charging Facilities of Electric Bicycles

本文介绍了电动自行车集中充电设施的产品分类和标准现状,分析了相关起火事故的风险因素,并基于充电安全风险点,指出团体标准先进性的不足以及现行国标与行标中“同品异标”的矛盾。据此,提出了若干问题和建议措施,包括建议对标提升的充电安全项目,修订交叉重复行业标准的必要性,建立强制性国家标准的必要性,以及强化标准执行后的风险监测与研判等。为提升电动自行车集中充电设施的质量安全,推动相关标准的制修订,提升产业综合治理水平和高质量监管带来参考和启示。

This paper introduces the product classification and standards status of centralized charging facilities for electric bicycles,analyzes the risk factors of related fire accidents,and points out the lack of advancement of association standards and the contradiction between current national standards and sectoral standards based on the charging safety risks.This paper puts forward some problems and suggestions,including the proposed charging safety project to improve standards comparison,the necessity of revising the cross-field sectoral standards,the necessity of developing mandatory national standards,and strengthening the risk monitoring and research after the implementation of the standards.In order to improve the quality and safety of centralized charging facilities for electric bicycles,this paper brings reference and enlightenment for promoting the development and revision of relevant standards and improving the level of comprehensive industrial governance and high-quality supervision.
