高水位运行下水库防汛物资储备管理对策研究——以密云水库为例

Management of Flood Control Supplies Reserve Under High Water Level Operation of Reservoir——Taking Miyun Reservoir as an Example

防汛物资是抢险工作最重要物质条件,汛前必须储备妥当。近年来,密云水库高水位运行,增加了水工建筑物出现渗透破坏等隐患的风险,对水库抢险物资储备管理提出新的挑战和要求。阐述了高水位运行下的土石坝可能出现的险情、应对措施及各种抢险物资的应用场景,从抢险物资的种类、数量、管理模式、管理制度以及存在问题和建议措施分析了密云水库抢险物资储备管理现状,为水库抢险物资精细化管理提供科学依据。

Flood control supplies are the most important material conditions for rescue work,and must be properly reserved before the flood period.In recent years,the high water level operation of Miyun Reservoir has increased the risk of seepage damage and other hidden dangers of hydraulic buildings,which has put forward new challenges and requirements for the reserve management of emergency materials in the reservoir.In this paper,the possible danger of earth-rock dam under the operation of high water level,the countermeasures and the application scenarios of various emergency materials were described.The present situation of emergency materials reserve management in Miyun Reservoir was analyzed from the types,quantities,management modes,management systems,existing problems and suggested measures.It provides scientific basis for the fine management of reservoir rescue materials.
