铁路工程建设环水保管理工作的思考

Considerations on environmental protection and soil and water conservation management in railway engineering construction

党的十八大以来,党中央对生态文明建设的重视达到前所未有的高度,我国环境保护工作进入了高标准、强监管、严处罚的新时代。建设期作为铁路建设项目环水保措施具体落实和实施阶段,如何适应交通环保事业出现的前所未有的变革、助力绿色铁路建设是亟待思考和解决问题。本文拟以系列标准规范和技术政策为抓手,以工程实践为基础,从提高认识、源头把控、过程管理和检查考核等四个方面,探讨铁路建设过程中防范生态破坏和环境污染、实现项目生态保护和污染防治措施与主体工程“三同时”所需要采取的措施,以期助力铁路建设项目环水保管理工作水平提升。

Since the 18th National Congress of the CPC,the Central Committee of the party has attached great importance to the construction of ecological civilization.During the construction period,as the concrete implementation and implementation stage of environmental water protection measures of railway construction projects,how to adapt to the unprecedented changes in the environmental protection of transportation and help the green railway construction is an urgent problem to be considered and solved.Based on a series of standards and technical policies,and on the basis of engineering practice,this paper discusses four aspects:awareness raising,source control,process management and inspection,this paper probes into the measures needed to be taken to prevent ecological destruction and environmental pollution in the course of railway construction,to realize the ecological protection and pollution prevention measures of the project and the“Three simultaneous”measures of the main project,in order to help the railway construction project environmental water protection management work level.
