政府数字化转型驱动绿色低碳发展:理论机制与实践路径

摘要 随着政府数字化转型的推进,大数据、区块链、人工智能等新兴数字技术在驱动绿色低碳发展的进程中已成为关键力量。政府的数字化转型在提升绿色发展政策制定的科学性、促进绿色产业交互融合以及增强绿色低碳发展协同性等方面起到了重要作用。但同时政府的数字化转型也面临着创新水平较低、地域发展不平衡、缺乏绿色发展理念和监管机制不健全等困境,因此政府应采取相应措施,提升技术创新自主性、优化地域间发展格局、提升绿色发展意识并优化监管机制,为经济社会的绿色低碳发展提供保障。 With the advancement of digital government transformation,emerging digital technologies such as big data,blockchain,and artificial intelligence have become key forces in driving the green and low-carbon development process.The digital transformation of the government has played an important role in improving the scientific nature of green development policy-making,promoting the interactive integration of green industries,and enhancing the synergy of green and low-carbon development.However,the digital transformation of the government also faces challenges such as low innovation levels,unbalanced regional development,lack of green development concepts,and an imperfect regulatory mechanism.Therefore,the government should take corresponding measures to improve the autonomy of technological innovation,optimize the regional development pattern,enhance the awareness of green development,and optimize the regulatory mechanism to provide a guarantee for the green and low-carbon development of the economic society.
