新型城镇化背景下小城镇发展的新议题

New Issues Regarding Small-Town Development in the Context of New-Type Urbanization

改革开放以来,我国小城镇经历了恢复发展、高速增长、发展调整、转型发展等不同的发展阶段。这种阶段性变化的最根本原因在于产业和市场的驱动,而政府的城镇化战略调整和相关政策变化也对其有着深刻影响。本文揭示了小城镇发展在这种市场和政府的双向驱动中所遵循的经济逻辑和社会逻辑,也分析了在环境保护紧约束和劳动密集型产业比较优势弱化的新条件下,小城镇所普遍面临的产业“空心化”和财政能力弱化的发展难题。本文认为,推进以县城为载体的城镇化新议题,可以为小城镇的发展提供新的机遇和前景。

Since the Reform and Opening Up,small towns in China have undergone various stages of development,including recovery,high-speed growth,development adjustment,and transformation.These changes are primarily driven by industry and market forces,but adjustments in the government's urbanization strategy and related policy changes also play a significant role.This paper elucidates the economic and social rationale underlying the development of small towns within the dual influence of market forces and government policies.Additionally,it examines how small towns confront challenges such as industrial hollowing-out and weakened financial capacity under the new conditions characterized by stringent environmental regulations and diminished comparative advantages of labor-intensive industries.This paper points out that promoting a new urbanization strategy centered on county cities offers new opportunities and prospects for small-town development.
