摘要
详细梳理了我国网络教育从兴办到停止23年的政策,首先根据标志性政策文件和实践发展转折性变化将网络教育的发展划分为五个阶段,并阐释了其变迁历程。再分别从媒介技术发展、教育规模供需态势和试点高校办学权限变化等方面梳理网络教育政策的变迁逻辑。基于变迁逻辑分别从发展定位、办学规模、办学过程等方面对未来高等学历继续教育的发展方向及研究趋势进行了预估和展望,以期对高等学历继续教育未来的发展态势做出科学的判断,为其健康持续发展提供理论指导。
This paper combs the policy of online education in China from the establishment to the cessation of 23 years in detail.Firstly,the development of online education is divided into five stages according to the landmark policy documents and the turning changes in the development of practice,and its transition process is explained.Then,the change logic of online education policy is sorted out from the aspects of media technology development,the supply and demand situation of education scale and the change of school-running authority of pilot colleges and universities.Based on the logic of change,this paper predicts and prospects the development direction and research trend of higher academic continuing education from the aspects of development orientation,school-running scale and school-running process in the future.It is necessary to provide theoretical guidance for its healthy and sustainable development in order to make a scientific judgment on the future development trend of higher academic continuing education.
