高校实验室双重预防机制安全管理模式探索

高校实验室安全风险具有客观上的多发性和多元性特征,其安全隐患都是由于人的不安全行为、物的危险状态、场所的不安全因素和管理上的缺陷造成的。分析高校实验室双重预防机制安全管理的理论依据,构建实验室安全风险分级管控和隐患排查治理双重预防机制,在环境类实验室安全管理中予以实施。通过对实验室进行年度风险辨识,制定标准进行风险评估分级管控;当出现风险管控失效产生隐患时,进行安全隐患排查、治理闭环管理,定期完善风险管控措施并补充风险辨识内容,形成风险隐患一体化循环管理流程。双重预防机制安全管理模式的探索研究对高校实验室安全管理、遏制重大安全事故的发生具有重要的现实意义。

Laboratories in colleges and universities are major locations where safety risk cases happen.These cases shows a range of diverse patterns and they are attributed to unassured human behaviors,dangerous status of things,unsafe factors of place and defects in management.By analyzing the theoretical basis of safety management in dual prevention mechanism in university laboratory,the paper establishes a dual prevention mechanism in terms of safety risk classification controls and hidden troubles detecting&management.And it also,implements the system in the safety management of the environmental laboratories.Through the annual risk identification of the laboratory,it constructs a security ranking system and standards of control.When risk management and controls are default in function and cause hidden dangers,it is practically essential to form an integrated cycle in risk management process,upgrading university laboratories safety management and preventing major safety accidents.The dual prevention mechanism safety management mode’s exploration and research are vitally necessary for safety management of universities’laboratory and avoiding the occurrence of major safety accidents.
