论边疆治理现代化的出场逻辑与实践路径

边疆治理现代化是推进中国式现代化实践过程中的重要一环,内含于中国式现代化又区别于一般意义上的国家治理,有其特殊的出场逻辑。出场逻辑是历史逻辑、理论逻辑和实践逻辑的辩证统一。历史逻辑从不规则的历史发展中对边疆治理进行传统性向现代化的系统梳理,溯源我国边疆治理由“边疆本位”向“国家本位”的历史演进;理论逻辑从马克思主义中国化与中国式现代化理论耦合自洽的角度,对边疆治理现代化的学理性价值进行分析;实践逻辑着重于对边疆治理现代化的实践价值——政治性价值进行审思。中国式现代化的边疆实践,肩负着新时代推动国家治理现代化的特殊使命,需要明确定位,着重从构建“边疆-腹地”的治理共同体、以“治理结构现代化”推进边疆治理现代化、加强边疆地区“法治现代化治理”、将区域协调发展融入边疆现代化治理、推进区域现代化与人的现代化几个方面探索当前边疆治理现代化的实践路径。
