河湖长制是我国资源环境领域的重要公共政策,是解决长期以来涉河湖复杂问题的一项重大制度创新。以河湖长制政策为评估对象,提出了基于评估需求分析和二维过程控制的公共政策评估理论框架,构建了涉及社会经济-生态环境复合系统的公共政策评估技术方法体系。研究成果可为相关领域政策评估及全面推行河湖长制决策提供参考。

The River and Lake Chief System is an important public policy in the field of resources and environment in China,and it is an important representing major institutional innovation aimed at addressing longstanding complex issues related to rivers and lakes.This study focuses on evaluating the River and Lake Chief System and proposes a theoretical framework for public policy evaluation based on needs analysis and two-dimensional process control.It also establishes a technical method system for public policy evaluation that encompasses the socio-economic and ecological environment complex system.The research outcomes can serve as references for policy evaluation in relevant fields and for the comprehensive implementation of the River and Lake Chief System.
