发展是最大的安全,发展与安全相辅相成,具有内在同一性。党的十八大以来,新时代中国共产党人在建构“系统化的经济学说”中坚持发展与安全的统筹互构,从全局和战略高度围绕经济安全提出了系列独创性新观点新论断,极大拓展了习近平经济思想的经济安全理论叙事向度,形成了习近平关于经济安全重要论述的科学理论体系。这一科学理论沿循“理论—历史—实践—主体”四维框架,继承于马克思主义经典作家对经济安全的深刻洞察、形成于中国共产党人百年来对经济安全的实践认知、扎根于新时代十年对经济安全格局的变革重塑、孕育于习近平地方任职时对经济安全的前瞻思考,建构起了以经济安全战略地位论、目标导向论、结构体系论、科技自主论、制度机制论为核心要义的学理体系,丰富了新时代中国特色社会主义经济安全政治经济学理论体系、提供了解决新时代经济安全复杂性问题的行动指南、贡献了推动全球经济安全治理的中国方案,充分彰显其在理论、实践、世界维度的价值意蕴。新征程上,深入贯彻习近平关于经济安全重要论述,需进一步加强党对经济安全工作全方位全过程领导,全面提升国家经济安全制度化法治化水平,增强社会主义市场主体经济安全治理能力,以经济安全格局全面有力保障新发展格局,推动经济社会发展行稳致远,实现高质量发展与高水平安全的良性互动和相互支撑。

Development is the greatest security,and development and security are complementary and intrinsically identical.Since the 18th National Congress of the Communist Party of China(CPC)held in 2012,the Chinese Communists in the new era have insisted on the integration and mutual construction of development and security in the"systematized economic theory",and put forward a series of original new views and new assertions on national economic security from the overall situation and at a strategic level,which has greatly expanded the theoretical narrative of Xi Jinping's economic thought on national economic security,and formed the scientific theoretical system of Xi Jinping's important discourse on national economic security.This scientific theory follows the four-dimensional framework of"theory-history-practice-subject",which is inherited from the profound insights into national economic security of the classic Marxist writers,formed from the practice of the Chinese Communists in the past century,rooted in the reform and reshaping of the national economic security pattern of the new era,and conceived in Xi Jinping's concrete thinking on national economic security when he was in office.The theoretical framework is constructed based on the core principles of national economic security strategy,goal-oriented approach,structural system theory,technological autonomy theory,and institutional mechanism theory.It has enriched the theoretical system of socialist political economics in national economic security of the new era,provided a guide to solving complex problems related to national economic security of the new era,and contributed to China's proposal to promote global economic security governance,thus fully demonstrating its theoretical,practical,and global values.On the new journey,the in-depth implementation of Xi Jinping's important thesis on national economic security requires further strengthening the Party's all-round and all-process leadership of national economic security,comprehensively upgrading the institutionalization of the country's economic security and the rule of law,and enhancing the socialist market entity's capacity for national economic security governance,so as to comprehensively and vigorously safeguard the new development paradigm through the national economic security pattern,promote economic and social development in a steady and far-reaching manner,and realize the benign interaction and mutual support between high-quality development and high-level security.
