网上政务服务平台集约化建设研究:理念、框架与路径

Research on the Intensive Construction of Online Government Service Platform Concept、Framework and Path

在国家大力推动数字政府和政务服务改革的背景下,本文围绕网上政务服务平台集约化建设的理念、框架和路径展开研究,试图以集约化建设为“小切口”,推动政务服务效能“大提升”,具有重要的理论和现实意义。本文基于整体政府、无缝隙政府和集约化等理论,剖析了集约化的整体性、协同性、整合性和互联网等核心理念。从组织架构、支撑架构、业务架构三个维度构建了集约化分析框架,即基础设施集约、平台应用集约、数据资源集约和服务整合集约,需要处理好集约方与被集约方的关系、多元服务渠道间的关系、上下级平台关系、平台与部门事项间关系,以及平台与部门业务系统之间的关系。最后,本文以政府网站服务渠道为例,从技术平台、信息资源库、一体化服务、标准规范和运维保障等五个方面构建了高效推进集约化的路径,并结合各地各部门集约化实践,提出了有针对性的对策建议。

Under the background that the state vigorously promotes the reform of digital government and government affairs service,this paper studies the concept,framework and path of the construction of online government affairs service platform from the perspective of intensification,and attempts to take intensitive construction as a “small incision” to promote the "big improvement" of the effectiveness of government affairs service.Firstly,based on the theory of whole government,seamless government and intensification,the paper analyzes the core concept of wholeness,synergy,integration and Internet of intensification.Then,it constructs an analysis framework of intensification from the three dimensions of organizational architecture,supporting architecture and business structure.And the paper analyzes four levels of intensification,including infrastructure intensification,platform intensification,data intensification and service integration intensification.In this process,it is necessary to pay attention to the following five relationships:different subjects,multiple service channels,upper and lower platforms,platform and department matters,and platform and department business system.Finally,taking the government website as an example,this paper constructs an efficient path to promote intensification from five aspects,including technology platform,information resource database,integrated service,standards and norms,and operation and maintenance system,and puts forward targeted countermeasure suggestions based on the intensification practice of various departments around the world.
