湖北教育对口援疆的创新探索——基于1999—2022年数据的实证分析

An Innovative Exploration of Hubei’s Education Aid to Xinjiang:Empirical Evidence Based on Data from 1996 to 2022

摘要 对口支援新疆是党中央、国务院制定的一项战略决策,教育援疆是对口援疆的重要组成部分,事关边疆地区发展稳定与民族地区人才培养。通过对1999—2022年湖北省教育对口援疆数据的研究发现,湖北省教育援疆呈现出由“输血式”援疆向“造血式”援疆和“活血式”援疆演进特征,变革的动力由单纯的外部注入变为内外双向发力,工作机制由散点突进变为协同并进。创新举措主要有:支持援疆名校办分校、注重并鼓励结对帮扶、加快工作制度化进程、多点全学段“组团式”援疆、组织层面加强驱动、理顺援受方对口关系、选优配强援疆教师等。未来,湖北省教育援疆应在引领智力援疆、推动科技援疆、拓展就业援疆、助力产业援疆和实施文化润疆等领域全面发挥综合效益。 Counterpart support for Xinjiang is a strategic decision made by the Party Central Committee and the State Council.Education support for Xinjiang is an important part of counterpart support for Xinjiang,which is related to the development and stability of the border areas and the cultivation of talents in ethnic areas.By combing the data of Hubei Province’s education counterpart aid to Xinjiang from 1999 to 2022,the research group analyzed the theoretical logic and practical measures of Hubei education counterpart aid to Xinjiang.The study found that with the continuous deepening of theoretical and policy research on precise poverty alleviation in education,the Community for Chinese Nation and other Aspects.Hubei Province’s education assistance to Xinjiang has shown a phased evolution from“blood transfusion”to“hematopoietic”and“blood activating”assistance to Xinjiang.The driving force of change has changed from simple external injection to dual internal and external efforts,and the working mechanism has changed from scattered and sudden progress to collaborative progress.And the innovative measures mainly include:supporting famous schools in Xinjiang to run branch campuses,paying attention to and encouraging pairing assistance,accelerating the process of institutionalization of work,multi-point whole-school group“aid to Xinjiang”,strengthening the drive at the organizational level,straightening out the counterpart relationship of aid recipients,and selecting and matching strong teachers to aid Xinjiang.In the future,Hubei Province’s education aid to Xinjiang should give full play to the comprehensive benefits in leading intellectual aid to Xinjiang,promoting scientific and technological aid to Xinjiang,expanding employment aid to Xinjiang,helping industrial aid to Xinjiang and implementing cultural nourishment in Xinjiang.
