珠三角地区生态文明建设成效评估研究

Study on Evaluation of Ecological Civilization Construction in Pearl River Delta

生态文明建设是国家“五位一体”总体布局的重要组成部分,是关系人民福祉、关乎民族未来的长远大计。珠三角地区作为我国高质量发展区域之一,需要高度重视生态文明建设。鉴于此,论文以2015年为基准年、2020年为目标年,基于国家生态文明建设的总体要求、目标和任务,围绕生态制度、生态安全、生态空间、生态经济、生态生活、生态文化六大领域,综合评估2020年珠三角地区生态文明建设成效,深入剖析各地区生态文明建设成果与短板,为2025年前珠三角地区分阶段完成“国家生态文明建设示范区”创建工作提供科学支撑。结果表明:(1)2020年珠三角地区生态文明整体发展状况良好。(2)生态制度分领域成效较为突出,但生态空间和生态经济领域不平衡较为突出,短板明显。(3)深圳市、珠海市、惠州市生态文明建设处于上游水平,并且相比之下,深圳市在六大领域建设的平衡度较高。

The construction of ecological civilization is an important part of the overall layout of the country's five in one,and it is a long-term plan related to the well-being of the people and the future of the nation.As one of the high-quality development regions in China,the Pearl River Delta needs to attach great importance to the construction of ecological civilization.In view of this,based on the general requirements,objectives and tasks of national ecological civilization construction,this study took 2015 as the base year and 2020 as the target year,and focused on six major fields of ecological system,ecological security,ecological space,ecological economy,ecological life and ecological culture.It comprehensively evaluated the achievements of ecological civilization construction in the Pearl River Delta region in 2020,and deeply analyzed the achievements and weaknesses of ecological civilization construction in each region,to provide scientific support for the Pearl River Delta region to complete the construction of"National Ecological Civilization Demonstration Zone"by 2025.The results show that:(1)the overall development of ecological civilization in the Pearl River Delta region was good in 2020.(2)The ecological system had achieved outstanding results in various fields,but the imbalance between the ecological space and the ecological economy was prominent,with obvious weaknesses.(3)The ecological civilization construction in Shenzhen,Zhuhai and Huizhou is at the upstream level,and by comparison,the balance of Shenzhen's construction in six major areas is relatively high.
