全面推行河湖长制是解决河湖突出问题、营造良好水环境、维护河湖健康永续的有效举措,是完善水治理体系、保障水安全、满足人民对美好生态环境需求的重大制度创新。河湖长制作为一项系统性工程,既需要各级党委、政府的高度重视和勇于担当,也需要相关部门的密切配合和协调联动,更需要社会各界的积极参与和鼎力支持。德州市探索“开门治水”新模式,始终把社会公众参与工作放在重要位置,在实践中探索完善河湖保护公众参与机制,凝聚河湖管理保护合力,推动开创全社会全方位参与、水生态文明成果人人共享的良好局面。

The comprehensive implementation of the River and Lake Chief System is an effective measure to solve the prominent problems of the river and lake management,create a nice water environment,and maintain the health and sustainability of the river and lake.It is also a major institutional innovation to improve the water management system,ensure water security,and meet the demands of the people for a better ecological environment.As a systematic project,the System not only requires the high attention and courage of Party committees and governments at all levels,but also needs the close cooperation and coordination of relevant departments,as well as the active participation and full support of all sectors of society.It explores a new model of"open door for water improvement"in Dezhou municipality,which puts public participation in an important position,explores and improves the public participation mechanism for river and lake protection in practice,gathers the joint force for river and lake management and protection,and promotes a friendly situation in which the whole society participates in all aspects and the fruits of water ecological civilization are shared by all.
