Management Problems and Countermeasures of Rural Small Water Project in Huimin

农村小型水利工程是农村基础设施的重要组成部分。深化改革小规模灌溉工程管理机制,弄清楚小规模灌溉工程的所有权,承担管理与保护的工作职责,以确保水利工程安全效益的稳定发挥。本文以惠民县为研究主体,分析了农村小型水利工程项目管理,总结出所存在的问题,并提出相应的对策建议,以优化惠民县农村小型水利工程的发展。

Rural small water project is an important part of rural infrastructure.Deepen the reform of the management mechanism of small-scale irrigation projects and make clear the ownership,and assume the responsibility of management and protection to ensure the stable function of the safety and benefits of water projects.This paper takes Huimin County as the research,analyzes the rural small water projects management,summarizes the existing problems,and puts forward corresponding countermeasures and suggestions to optimize the development of rural small water projects in Huimin County.
