在全面依法治国的时代背景下,加强国家安全法治建设和实现国家安全治理现代化都离不开国家安全法治人才。总体国家安全观的提出不仅为我们在新形势下有力维护国家安全提供了强大思想武器,也为国家安全法治人才培养指明了方向。为了培养面向国家安全法治建设和国家安全治理现代化的战略型人才,国家安全法治人才不仅是满足国家安全法治建设需求的高层次人才,而且要成为掌握国家安全治理规律的应用型专门人才,还要遵循“德法兼修”的要求培养其具有坚定的理想信念、深厚的家国情怀和良好的人文素养,确保能够胜任各项国家安全治理工作的现实需要。此外,从学科保障角度看,培养国家安全法治人才以国家安全学和国家安全法学为理论支撑,在领域法学创新理论指导下,为更好地助力于国家安全法治人才培养,应进一步明确国家安全法学在国家安全学学科体系中的二级学科地位。
