论应急管理法治人才培养的逻辑及其路径选择

On the Logic and Path Selection of Emergency Management Legal Talent Cultivation

卓越法治人才培养计划为我国法治人才培养改革指明了方向。培养复合型专业型的应急管理法治人才,是对卓越法治人才培养计划的贯彻与落实,也是提升我国应急管理法治水平、推进我国应急管理体系和能力现代化的需要。但传统的法学教育模式无法回应和满足应急管理法治体系建设对兼具复合知识体系与综合业务能力的应急管理法治人才的需求。历经多年的探索实践,四川大学一香港理工大学灾后重建与管理学院秉承“新文科”教学改革思路,以卓越法治人才培养计划的理念与任务为基本遵循,利用学校多学科优势和人才优势,已形成极具特色的应急管理法治人才“理念+任务”培养逻辑。具体而言,应急管理法治人才培养应明确知识、能力、德育与素质目标,坚持交叉学科导向、问题导向与多主体协同育人导向,通过编制应急管理法治人才培养方案、整合多学科师资队伍、打造应急管理法治特色教材、创新设置专业课程、建立“政、产、学、研、社”协同育人培养机制、促进教学科研联动等具体措施开辟应急管理法治人才培养的新路径。

The Excellent Legal Talent Training Plan under the rule of law points out the direction for the reform of training talents under the rule of law in China.Cultivating multi-skill and professional emergency management legal talent is not only to implement Excellent Legal Talent Training Plan,but also to meet the demand of improving emergency management under the rule of law and promoting the modernization of emergency management system and capacity in our country.However,the traditional legal education model is inadequate for the demand of rule of law system construction with emergency management,and emergency management legal talent with complex knowledge system and comprehensive professional ability.After years of exploration and practice,Sichuan University-The Hong Kong Polytechnic University Institute for Disaster Management and Reconstruction has formed a unique logic for emergency management legal talent cultivation which contains"concepts+tasks",by adhering the teaching reform of"New Liberal Arts",following the concepts and tasks on Excellent Legal Talent Training Plan,utilizing the school's multi-disciplinary advantages and talent advantages.Specifically,emergency management legal talent cultivation needs to clear the goal of knowledge,ability,moral education and quality,insists on the orientation of interdisciplinary,problematic and multi-agent collaborative cultivation.Institute for Disaster Management and Reconstruction charts the new paths of emergency management legal talent cultivation by formulating the emergency management legal talent training plan,integrating the multi-discipline faculties,building the distinctive teaching materials of emergency management under the rule of law,establishing collaborative cultivation mechanism with"government,industry,league,school,research institute and society",promoting the joint action of teaching and researching.
