元宇宙浸入“智缘政治”:构建数字空间治理的一种思考

摘要 数字技术的迭代升级不断丰富着地缘政治理论,由数字技术架构的元宇宙将成为地缘政治继海陆空天并行发展的新空间,成为未来大国国际竞争的重要战场,进而引发“智缘政治”博弈。“智缘政治”博弈是行为体通过引领元宇宙数字技术、控制元宇宙虚拟世界的数字主权和数字疆域以实现政治博弈的目的。元宇宙逐渐对“智缘政治”的浸入,将威胁国家数字主权安全,激化“数字疆域”博弈态势,加剧“虚拟边界”模糊而催生文化冲突。为此,应从完善数字空间战略布局,树立元宇宙空间命运共同体理念,从“以人为本”的价值共识角度构建数字空间治理方案,以防范化解元宇宙空间的“智缘政治”风险。 The iterative upgrading of digital technology has continuously enriched geopolitical theories,and the metaverse structured by digital technology will become a new space for geopolitical development in parallel with the sea,land,air and sky,and an important battlefield for international competition among big powers in the future,which will lead to the game of“intellectual geopolitics”.Intellectual geopolitical game is that actors realize the purpose of political game by leading the digital technology of metaverse and controlling the digital sovereignty and digital territory of virtual world of metaverse.As the metaverse is immersed in“intellectual geopolitics”,it will threaten the security of national digital sovereignty,intensify the“digital frontier”game situation,and exacerbate the“virtual border”blurring to give rise to cultural conflicts.In this regard,the digital space governance program should be constructed from the perspectives of improving the strategic layout of digital space,establishing the concept of community of destiny in metaverse space,and constructing the value consensus of“people-orientedness”,so as to prevent and defuse the risk of“intellectual geopolitics”in metaverse space.
