乡村振兴背景下农村寄递物流体系建设的立法推进研究

Research on the Legislative Promotion of Rural Delivery Logistics System Construction under the Background of Rural Revitalization

农村寄递物流体系的建设对于深入推进我国乡村振兴战略具有重要意义。目前我国农村寄递物流体系建设存在政策优势明显、企业下沉积极和发展潜力巨大的特点,但也面临着服务能力急需提升、农村物流信息化程度偏低和可持续发展保障力度不足的困境。在此基础上应当认识到立法对于推动农村寄递物流体系建设的必要性,通过加快推进物流专项立法、号召制定农村物流服务标准条款和立法推动农村物流信息化建设的路径助力农村寄递物流体系建设。

The construction of rural delivery logistics system is of great significance to further promote China's rural revitalization strategy.At present,the construction of rural delivery logistics system in China has the characteristics of obvious policy advantages,active enterprise sinking and huge development potential,but it also faces the dilemma of urgent need to improve service ability,low informatization degree of rural logistics and insufficient guarantee for sustainable development.We should realize the necessity of legislation to promote the construction of rural delivery logistics system,and assist the construction of rural delivery logistics system by speeding up the promotion of special logistics legislation,calling for the formulation of rural logistics service standard clauses and legislation to promote the informatization construction of rural logistics.
