论推动共建“一带一路”高质量发展的法治保障

On the Legal Guarantee for Promoting the High-Quality Development of the Belt and Road——In Commemoration of the 10th Anniversary of the Belt and Road Initiative

在中国特色社会主义进入新时代之际启航的“一带一路”,开拓进取、砥砺前行,走过初创十年,已从理念转化为行动,从愿景转变为现实。共建“一带一路”行稳致远是新时代十年中国特色大国外交的一项重要标志性成就,无论在物理层面还是在理念层面都获得了国际社会的广泛认可。2023年10月,第三届“一带一路”国际合作高峰论坛在北京举行,开启“一带一路”高质量发展新阶段。十年来,共建“一带一路”法治保障在国内和国际两个层面稳步推进,日趋完善。面向未来,在推进共建“一带一路”高质量发展的新征程上,法治保障必将发挥更加重要的作用。当前,共建“一带一路”高质量发展面临严峻且复杂的国际形势,国际竞争越来越体现为制度、规则、法律之争,必须坚持统筹国内法治与涉外法治,继续稳步加强“一带一路”法治保障建设。

After a decade of pioneering and unremitting efforts, the joint construction of the Belt and Road Initiative(BRI), initiating and setting sail at the moment when socialism with Chinese characteristics entered a new era, has been forging ahead, and has successfully transformed from a concept to action and from a vision to reality. It is an significant landmark achievement of China's major-country diplomacy during the new era, widely recognized by the international community both physically and conceptually. In October 2023, the Third Belt and Road Forum for International Cooperation was held in Beijing, opening a new stage of high-quality development of the BRI. Over the past 10 years, the legal guarantee for the joint construction of the BRI has been steadily advancing at home and abroad, and tends to be continuously improved. Facing the future, the rule of law will certainly play a more important role in the new journey of the BRI. At present, the high-quality development of the BRI is facing a challenging and complex international landscape. International power games are increasingly reflected in the competition over systems, rules and laws. We must thus adhere to taking a coordinated approach to the rule of law at home and in matters involving foreign parties, and continue to steadily strengthen legal guarantee for the Belt and Road.
