海洋命运共同体视域下我国海洋管理体制的优化

Optimization of China’s Ocean Management System from the Perspective of Maritime Community with a Shared Future

海洋命运共同体理念的提出为我国加强海洋治理能力建设指明了方向,也为全球海洋治理指明了路径。我国应深化海洋管理体制改革,促进海洋生产力的解放和发展。通过对我国海洋管理体制演变和现状的解读,梳理出我国海洋管理体制演变的路径,认为我国目前海洋管理主要存在海洋管理机构众多,隶属关系复杂;职责权限模糊,协调合作困难;涉海立法滞后,执法监督缺乏等问题,需要从加强顶层设计、理顺职能关系、健全海洋立法等方面系统解决。

The concept of maritime community with a shared future has pointed out the direction for China to strengthen the construction of its ocean governance capacity and the path for global ocean governance.China should deepen the reform of the ocean management system and promote the liberation and development of ocean productivity.Through the interpretation of the evolution and current situation of China’s ocean management system,the route of the evolution of China’s ocean management system is sorted out,and it is concluded that China’s current ocean management mainly exists the problems of redundant ocean management organizations with complex affiliation;vague responsibilities and authorities leading to difficulties in coordination and cooperation;lagging behind in sea-related legislation,and a lack of law enforcement and supervision,all of which need to be systematically solved from the aspects of strengthening top-level design,rationalizing functional relationship,and sounding ocean legislation.
