技术成果“转出去”是发挥创新驱动效能与缓解技术转移困境的重要举措。技术转移失效的重要原因之一在于缺乏对技术需求内在层次的有效把握和管理。基于分层次管理理论,从技术需求微观层次视角出发,构建以技术需求精细化分层体系为核心,以精准识别、分层靶向、精准反馈、为关键要点的技术转移分层靶向机制,以建立华南技术转移中心为技术转移分层靶向机制重要举措。依托知识产权制度保护和大数据驱动的有效支撑,技术转移分层靶向机制能够有效地推动技术供需主体之间的精准对接,引导技术创新要素在不同层次上的组合和配置,从而更有效地实现技术成果的转移和应用。
