“毫不动摇地鼓励、支持和引导非公有制经济发展”是坚持和完善我国社会主义基本经济制度的重要政策之一。中国特色社会主义进入了新时代,非公有制经济也要适应这种新的变化。要以促进经济社会高质量发展和实现共同富裕目标为基本遵循,以“四个转变”引导非公有制经济健康发展:一是通过提高非公有制经济投资实业回报率、提高自主创新能力、优化非公有制经济发展实体经济的宏观环境等举措来引导非公有制经济向实体经济转变;二是通过提高企业法治意识、强化执法和监管力度、促进企业诚信经营等举措来引导非公有制经济向法治经济转变;三是通过增强非公有制经济自身的社会责任感、构建全体员工利益共同体、鼓励参与社会公益慈善事业和光彩事业等举措来引导非公有制经济向道德经济转变;四是通过引导非公有制经济人士践行企业家精神、不断提升非公有制经济人士政治参与的质量来引导非公有制经济人士向民营企业家转变。

"Unswervingly encouraging,supporting,and guiding the economic development of non-public ownership"is one of the important principles for upholding and improving China's basic socialist economic system.Socialism with Chinese characteristics has entered a new era,and the non-public sector should also adapt to these new changes.We should basically follow the goal of promoting high-quality economic and social development and achieving common prosperity,and guide the healthy development of the non-public economy through the"four changes":First,guide the transformation of the non-public economy into the real economy by improving the return rate of investment in the non-public economy,improve the capacity for independent innovation,and optimize the macro environment for the development of the real economy by the non-public economy;Second,by raising the awareness of the rule of law of enterprises,strengthening law enforcement and supervision,promoting the integrity of enterprises and other measures to guide the transformation of nonpublic economy to the rule of law economy;The third is to strengthen the social responsibility of non-public economy,build a community of interests for all employees,encourage participation in social charity and glorious cause to guide the transformation of non-public economy into a moral economy;The fourth is to guide non-public economists to transform into private entrepreneurs by guiding them to practice their entrepreneurial spirit and constantly improving the quality of their political participation.
