Analysis of the Realization Mechanism and Path of Promoting Inter-regional Common Prosperity with Key Generic Technologies

关键共性技术具有显著的发展正外部性,从区域经济角度来看,利用好该正外部性是促进区域间共同富裕的关键所在。以关键共性技术推动区域间共同富裕的实现机制包括三个方面:一是通过强化区域间经济联系促成共同富裕;二是通过加快完善区域间要素流通体系促成共同富裕;三是通过优化区域间利益分享机制促成共同富裕。区域间利益脱钩是制约关键共性技术研发和扩散以及由此带来的外部性增长的主要障碍,如先发达地区空间溢出效应发挥不充分、区域间的政府合作与竞争因素、区域间发展要素不均等、后发地区发展赶超陷阱等。为此,应加快关键共性技术研发的合作竞争、产业融合及支撑要素集约化,加强关键共性技术研发的区域统筹机制,推动区域间共同富裕的实现。

Key generic technologies show significant positive externality for development.From the perspective of regional economy,making good use of this positive externality is the key to promoting common prosperity among regions.The mechanism for promoting inter-regional common prosperity with key generic technologies includes three aspects.Firstly,the inter-regional economic relation should be strengthened to promote the key for common prosperity.Secondly,the system for inter-regional factor circulation should be improved at a faster speed to promote common prosperity.Thirdly,the inter-regional interests sharing mechanism should be optimized to promote common prosperity.The decoupling of inter-regional interests is the main obstacle restricting the R&D and diffusion of key generic technologies and the resulting external growth,including the insufficient spatial spillover effect of the first developed regions,the inter-regional government cooperation and competition,the uneven development factors between regions,and the development catch-up trap of late-developing regions.To this end,it is necessary to accelerate the cooperative competition in R&D,industrial integration and intensification of supporting factors for key generic technologies,and strengthen the regional coordination mechanism for key generic technology R&D,so as to promote the realization of common prosperity among regions.
