我国冰雪产业集群协同创新发展的理论审视、内涵特征与实现策略

Theoretical review,connotation and implementation strategies of collaborative innovation development of China's ice and snow industry clusters

推动冰雪产业集群协同创新发展是实现我国冰雪产业高质量发展的新方法与新路径,也是践行“冰天雪地也是金山银山”的重要途径。运用文献资料法,基于经济学的产业集群理论和系统学的协同学理论,探讨冰雪产业与冰雪产业协同创新的基本内涵和动力模式。提出冰雪产业集群协同创新的实现策略:鼓励多方资源共享,化解主体间互通屏障;加大产业资金投入,创新主体间利益分配;推动技术协同攻关,凝聚主体间合作共识;完善风险共担模式,实现主体间风险规避等策略。旨在为我国冰雪产业集群协同创新发展提供参考。

Promoting the collaborative innovation and development of ice and snow industry clusters is not only a new method and new way to achieve high-quality development of China's ice and snow industry,but also an important way to practice“ice and snow is also gold and silver mountain”.By using the method of literature,based on the theory of industrial cluster in economics and the theory of synergetics in systematics,this paper discusses the basic connotation and dynamic model of synergetics in ice and snow industry,and put forward the realization strategy of ice and snow industry cluster collaborative innovation:encourage multi-party resource sharing,dissolve the inter-working barrier between subjects;increase investment in industrial capital and innovate profit distribution among subjects;promote joint technological research and build consensus on cooperation among major bodies;improving the risk sharing model and realizing inter-subject risk avoidance strategies.It aims to provide references for the collaborative innovation and development of China's ice and snow industry clusters.
