增强中国国际话语权的现实挑战与应对

Practical Challenges and Responses to Enhance China's International Discursive Power

国际话语权是基于知识、价值观的权力结构。国际话语权的构建取决于国家实力、国际道义、国际传播(话语叙述)。用一个公式来表达,即国际话语权=(国家实力+国际道义)×国际传播。国际话语权的衡量标准在于是否实现“价值共振”,即一国之价值观是否在国际社会形成价值共识,一国之知识和理念能否成为国际社会的共享知识和理念。中国国际话语权的提升,从实践路径来看,一是加强话语权的原创性研究,增强理论深度;二是加强区域国别研究,拓展视野广度;三是加强话语权工具箱建设,提升实践力度。

International discursive power is a structural power based on knowledge and values. The construction of the power depends on national strength, international morality and international communication(discursive narration). To be expressed by a formula, international discursive power =(national strength + international morality) × international communication. The key to improve international discursive power includes "value resonance", that is, whether a value consensus could be formed in the international community, and whether a country's knowledge and ideas can be transformed into shared knowledge and ideas. To enhance the international discursive power, from the perspective of practical paths, the first is to strengthen the original research of the discursive power and enhance the theoretical depth;the second is to strengthen regional and country studies and expand the breadth of vision;the third is to strengthen the construction of the toolbox of discursive power and improve the intensity of practice.
