摘要
黑龙江省的农业生产每年产生大量需要进行综合利用的秸秆。但传统的秸秆收集工作方式限制了综合利用工作,目前亟需建立一个新型秸秆收集体系。黑龙江省的秸秆工作面对着农民农业土地分散、规模小,秸秆离田的数量和价格不稳定,生产企业难以得到稳定的秸秆供应,部分耕地的秸秆无法收集,无法离田的根茬被露天焚烧,高附加值的秸秆产业较少等问题。文章在分析问题成因后,认为需要构建一个以政府统筹组织、国有企业和民营企业合作,以低成本运营,在完成秸秆收集的同时完成耕地整理工作的科学、高效的新型秸秆收集体系。新型收集体系可以提高秸秆收集率,降低工作成本,促进秸秆的高效综合利用,最终推进黑龙江省生态文明建设以及农业现代化建设工作。
A large number of straws which should be utilized comprehensively are produced by agricultural activities in Heilongjiang province every year.However,the traditional straw collection hinders the utilization of the straw,indicating that a new straw collection system is urgently needed in Heilongjiang province.Now several problems are obstructing the collection of straw in Heilongjiang province,such as the land of each peasant is too small and scattered to collect straws,the quantity and price of collected straw are fluctuating,the enterprises that utilizing straws are unable to get stable supply,some cultivated land is unsuitable to collect straw,the stubble of straws has been burned directly and there are few high additional value industries for comprehensive utilizing straws at present.In consideration of the problems mentioned above,we believe that a new straw collection system which is led by government and operated at cost involving state-owned enterprises and private enterprises should be established,and the soil of farmland should also be turned up after the straws are collected.The new system will improve the straw collection rate and reduce the costs,promoting the efficient utilization of straws.And finally,it will promote the construction of ecological civilization and agricultural modernization of Heilongjiang province.
