摘要
我国与西方资本主义国家相比在生产关系及上层建筑层面的基本制度差异体现在:公有制的主体地位,“三个代表”属性的长期执政党即中国共产党的领导,央地关系上中央政治集中的同时赋予地方一定的经济自主权。这些基本制度差异使得我国地方政商关系必然与西方模式有重要区别:地方政商关系中居于主导和支配地位的是政府而不是私人企业;地方政府扶持私人企业的动机是发展本地经济及赢得地方间经济竞赛,而不是与特定私人资本利益集团的权钱交换,从而这一扶持会更为一视同仁且更加用心用力;政商关系行为的合法性边界是基于社会整体利益而不是基于私人资本利益来界定,因此分别涉及人、信息及金钱之“交流”的政商“旋转门”、政治游说及政治献金是非法的。地方政商双方都要认清上述区别的客观必然性并以此指导各自政商关系行为,进而形成促进政商关系向“亲清型”发展的主观自觉性。此外,基本制度背景还使我国地方政商关系具有向“亲清型”发展的内在趋势,而要推进其实现则还需加强对地方政商关系的上级监管与社会监督。
The basic institutional differences between China and western capitalist countries in production relations and superstructure are reflected in:the dominant position of public ownership,the leadership of the CPC as a long-term ruling party with the attribute of“Three Represents”,and the political centralization of the central government together with the granting of local economic autonomy in terms of central local relations.These basic institutional differences make the local government-business relations in China inevitably different from the West.In China the government rather than private enterprises plays a leading and dominant role in the local government-business relations;the motivation for local governments to support private enterprises is to develop local economy and deal with economic competition among local governments,rather than exchange power and money with specific private capital interest groups,so this support will be more equal and more hard-working;the legitimacy boundary of the behavior of government-business relations is defined based on the overall interests of the society rather than the interests of private capital,so the revolving-door between government and business,political lobbying and political contributions which respectively involving“communication”involving people,information,and money are illegal.Both local governments and businesses should recognize the objective inevitability of the above differences and by which guide their respective government-business relations behavior,thereby forming a subjective consciousness to promote the development of government-business relations towards“cordial and clean”.In addition,the basic institutional background makes the local government-business relations in China to have an internal development trend towards“cordial and clean”.To promote the trend,it is also necessary to strengthen the superior supervision and social supervision of local government-business relations.
