数字乡村建设赋能基层政务:逻辑、动因与路径——国家首批数字乡村试点区“韶山”的案例分析

How can Digital Village Construction Empower Grassroots Government Affairs?Logic,Motivation and Path--Case Analysis Based on the First Batch of National Digital Rural Pilot Area"Shaoshan"

数字乡村战略使传统基层政务服务供给模式向线上转变,构建数字乡村赋能框架进而加快实现乡村基层政务的数字化转型与数字化供给的统筹发展,为基层政府更好利用数字化技术实现治理现代化具有重要意义。通过对国家首批数字乡村试点区“韶山”的数字乡村赋能基层政务案例进行分析,以数字乡村建设情况为基础,研究数字乡村、基层政务与各赋能要素之间的内在关联,构建数字乡村赋能基层政务的理论框架,揭示数字乡村赋能基层政务的逻辑机理。发现基层政府建设数字乡村受赋能主体、赋能手段、赋能资源、赋能结构、赋能价值重要因素的影响,基于赋能五要素提出了理念体制创新、促进信息共享、实现社会赋权、吸纳乡村精英等完善数字乡村建设的优化路径。

The digital village strategy makes the traditional grass-roots government service supply model change to online,builds the digital village enabling framework,then speeds up the coordinated development of digital transformation and digital supply of rural grass-roots services,which has important guiding significance for grass-roots governments to better use digital technology to achieve governance modernization.Through the analysis of the cases of digital village enabling grassroots government affairs in Shaoshan,one of the first digital village pilot areas in China,and based on the construction of digital villages,this paper studies the internal relationship between digital villages,grassroots government affairs and various enabling elements,builds the theoretical framework of digital vilage enabling grassroots government affairs,and reveals the logical mechanism of digital village enabling grassroots government affairs.It has been found that the construction of digital rural areas by grassroots governments is influenced by important factors such as the empowerment subject,empowerment means,empowerment resources,empowerment structure,and empowerment value.Based on the five elements of empowerment,an optimization path has been proposed to improve the construction of digital rural areas,such as innovating the concept system,promoting information sharing,achieving social empowerment,and attracting rural elites.
