摘要
新时期事业单位的转型发展不仅要注重对外社会服务水平的提高,也要增强内部管理效能,通过一体化、精细化、信息化管理来提升内部运营管理质量。多年以来,事业单位针对整体上汽车驾驶员的管理较为松散,职工又当驾驶员又当业务员、大型及特殊车辆驾驶员数量不足、车辆时间安排与路线规划不科学、行车突发事件难以有效处理等问题不仅影响着行车的效率与安全,同时也导致事业单位人员外出工作的效率难以提高。因此,事业单位有必要加强对驾驶员的管理,而引入社会化的驾驶员服务既能够提升事业单位人员外出工作的安全性保障与工作效率,又能够进一步明确事业单位各岗位的职能分工,控制用车成本,为事业单位更好地履行职能与降本增效创造良好的基础性条件。
The transformation and development of public institutions in the new era should not only focus on the improvement of the level of external social services,but also enhance the efficiency of internal management,and improve the quality of internal operation and management through integration,refinement,and information management.Over the years,the management of public institutions for automobile drivers as a whole is relatively loose,employees are both drivers and salesmen,the number of large and special vehicle drivers is insufficient,vehicle time arrangement and route planning are not scientific,and it is difficult to eff ectively deal with driving emergencies,which not only affects the effi ciency and safety of driving,but also makes it difficult to improve the efficiency of public institution personnel to go out to work.Therefore,it is necessary for public institutions to strengthen the management of drivers,and the introduction of socialized driver services can not only improve the safety and effi ciency of public institution personnel going out to work,but also further clarify the functional division of each position in public institutions,control the cost of vehicles,and create good basic conditions for public institutions to better perform their functions and reduce costs and increase efficiency.
