新时代地方高等教育评价改革的行动逻辑与创新路径——基于理性选择制度主义分析框架的探索性分析

摘要 基于理性选择制度主义的制度变迁理论,构建新时代地方高等教育评价改革的行动逻辑分析框架,对陕西、湖南、江苏、广东四个典型试点省份的改革缘由、改革过程以及改革效果进行比较分析发现,新时代地方高等教育评价改革的行动逻辑本质上是历史逻辑、理论逻辑和实践逻辑三重逻辑相互作用、合力催生的结果。新时代地方高等教育评价改革的行动逻辑,不仅有力解释了地方开展高等教育评价改革的内在机理,也为探索新时代地方高等教育评价改革的创新路径提供了理论指引。遵循行动逻辑的基本要求,新时代地方高等教育评价改革应立足当前的现实问题,从践行教育评价的育人本质要求、尊重评价对象的多元诉求、发挥多元主体集成的评价效应、加快破旧立新的制度供给等方面入手,走出一条既遵循共性规律又保持各地特色的创新之路。 Based on the institutional change theory of rational choice institutionalism,a framework of action logic analysis for the local higher education evaluation reform in the new era is constructed.Through the comparative analysis of the cause,process and effect of higher education evaluation reform in four typical pilot provinces of Shanxi,Hunan,Jiangsu and Guangdong.It can be found that the action logic of local higher education evaluation reform in the new era is essentially the result of the interaction and joint efforts of historical logic,theoretical logic and practical logic.The action logic of local higher education evaluation reform in the new era not only effectively explains the internal mechanism of local higher education evaluation reform,but also provides theoretical guidance for exploring the path innovation of local higher education evaluation reforn.Following the basic requirements of action logic and based on the practical problems of the current local higher education evaluation reform,we should start from the aspects of practicing the essential requirements of education evaluation,respecting the pluralistic demands of the evaluation objects,giving full play to the evaluation effect of the integration of multiple subjects,and accelerating the supply of the system to break the old and set up a new one,so as to find an innovative way that not only follows the general laws but also maintains the characteristics of each place.
