摘要
立足产业工人队伍现状,面向国民经济大系统,采用系统理论构建分析框架,透析产业工人队伍建设改革。以协同论研究改革的整体性和协调性,以耗散结构理论分析改革过程中的纵向演变和阈值突破,以控制论解析改革的稳定性,并分别剖析我国产改实践及其存在的问题,提出改革过程中应以“终身学习”为推动产业工人素质能力提高的手段。在试点阶段以深入推动“教培改革、扩大内需、三次分配”为改革深化的重要契机,以自组织系统中的序参量—集体协商为“实现权益对等”突破阈值的核心手段等建议,建设与我国未来经济社会发展相适应的新型产业工人队伍。
Faced with current industrial workforce issues and national economy,the article applies systemic theory to devise an analytical model,investigating the reform of industrial workforce development.Employing synergy theory,the article studies the coherence of the reform,dissipative structure theory is utilized to analyze the vertical evolution and threshold breakthrough in the reform process,and cybernetics for scrutinizing the reform’s stability.The author examines domestic reform practices and challenges,suggests“lifelong learning”as a strategy to enhance the industrial worker’s quality and competency during the reform.During the primary stage,“education and training reform,boosting domestic demand,and the three distributions”are identifi ed as signifi cant opportunities to advance the reform,with“order parameter”(collective bargaining)within the self-organized system being proposed as the predominant method for realizing equal rights and interests and breaking the threshold.Consequently,the development of a future-oriented industrial workforce aligned with China’s economic and social progression is emphasized.
